Now it makes sense. I heard in a lecture on the history of science fiction that this book was a spoof of a widely read article of the time about how England was unprepared todefend its self from invaders.

The Swoop! Or How Clarence Saved England P G Wodehouse Books Reviews
Fun, lighthearted book, more easily understood if you have read any of the invasion literature of the early 20th century, such as John Buchan's works.
Definitely not Wodehouse's finest work. I definitely prefer the Blandings Castle ones when Gally and Empress of Blandings appear. The Bertie ones are also a blast. This book was neither.
You can't go wrong with P. G. Wodehouse. This story was a bit offbeat but was Wodehouse and had me laughing and smiling often. It isn't long, it isn't a complex story line, it is pure tongue-in-cheek entertainment. His books never fail.
I heard about this from a Great Courses course on Science Fiction as an early form of "invasion" novel. It was entertaining and readable.
I love PGW. He shows off his British humor here by detailing an invasion of Britain by no less than 8 small countries.
The invaders are a hapless bunch, and half of them take out the other half. The remainder are defeated by the cunning efforts of Clarence and his boy scouts. Apparently they are better than James Bond, Scotland Yard and all the other supposed defenders of England. Enjoy the laughs!
The only Wodehouse book I have ever given four instead of five stars, but only because our interested reader must be fully abreast of the history and irony of the era to fully understand this book. Wodehouse is brilliant and in the time when this originally appeared, "The Swoop" was brilliant comic satire, but unless one is a history buff as well, some of the genius of this book shall buzz past overhead like a comic missle and destroy your Crown Molding.
A successful invasion of England is finally foiled by the only inhabitants of the British Isles with any brains -- the Boy Scouts. If it were in any way serious it would be a scathing commentary on the whole of humanity. If it were as humorous as most Wodehouse it would be wonderful. As it is, it is a mildly entertaining farce hardly worth the fortunately very brief time required to read it. NOT something I would recommend to someone I wanted to convince that Wodehouse was a brilliant writer.
Now it makes sense. I heard in a lecture on the history of science fiction that this book was a spoof of a widely read article of the time about how England was unprepared to
defend its self from invaders.
